Banners, bunting or Christmas lights on the highway
If you'd like to erect a banner, bunting or Christmas lights on or over the public highway, you need to apply for a licence.
Banners on the highway will only be agreed to be placed at pre-approved and official locations above the highway that have been tested; all others will be treated as fly posting.
Please read our guidance before applying:
- If attached to any buildings or bridge railings, permission from the relevant owner/landlord is required
- Any anchor points are the responsibility of the asset owner, and fixing points should be tested and
recorded - If applicable, permission must be obtained from the asset owner to use the fixing points/wires, and also to agree proposed dates for installation, display and removal
- Any power source or fixing points must be established and tested accordingly prior to installation
- They shouldn't be placed on an island
- They shouldn't obstruct any visibility splays such as when approaching an island or junction
- They shouldn't be attached to any street furniture such as lamp columns unless explicit permission from
the Street Lighting Team is given - They shouldn't restrict a public highway - a legal minimum of 2.5m (width) or 4.2m (height) is
required for vehicles and pedestrians to pass - They should be installed and removed appropriately, outside traffic sensitive times/days
- They're only for an event or development. Please avoid highlighting or emphasising an establishment or business as this could be seen as an advertisement, which requires planning permission
