The Commissioning, Procurement and Contract Management Strategy (CPCM)  2026–2029 sets out how we'll plan, procure and manage third‑party spend to deliver best-value, improved outcomes for residents. It sets out clear commissioning priorities to focus on rising demand, financial pressure and increased expectations for transparency, fairness and social value, while using the new procurement regime to modernise practice and strengthen commercial capability.
