Shropshire’s Alternative Provision Strategy has been developed in response to Department of Education (DFE) guidance, specifically:

It's key that our children and young people have high-quality AP that has their best interests at the heart of practice and provision – and that the right support is available at the right time in the right place.

Shropshire Council has been part of the SEND and AP Change Programme to provide earlier help and intervention, to better meet the needs of young people and to support them to be successful in mainstream school where possible. This is defined by the ‘Three Tier Model’:
