Homes for Ukraine council tax discount

Homes for Ukraine visa holders are disregarded for council tax discount purposes, protecting the host’s single person discount or 50% discount for disregarded households. This protection continues as long as the person holds a Homes for Ukraine visa, even if they no longer live with the host.

Ukraine Permission Extension scheme allows eligible Ukrainians to extend their stay for up to 18 months. From late March 2025, some Homes for Ukraine visa holders will move to the Ukraine Permission Extension scheme while still living with a host.

Council tax discount/exemption continue to apply for Ukraine Permission Extension scheme visa holders that have moved from a Homes for Ukraine visa if the host is eligible for a “thank you” payment.

If the guest leaves the sponsorship arrangement, for example moving to their own property mid-way through a calendar month, the disregard/exemption ends at the end of that month.

The 2025 Regulations do not provide a disregard or protection of exemption in respect of Ukraine Permission Extension immigration permission holders who do not have a host eligible for a thank you payment. This includes:

  • People who entered the UK with a Ukrainian Families, Ukraine Extension Scheme or other visa; or
  • People who previously held a Homes for Ukraine immigration permission and no longer have a host who is eligible for a thank you payment
