What is a parking waiver?

A parking waiver allows temporary parking, where parking restrictions normally apply. Circumstances in which a waiver may be available include:

  • Building/maintenance/repair works where close proximity to the site is essential
  • Any other activity requiring a vehicle to park in contravention of the parking regulations

The usual restrictions regarding dangerous parking, obstruction and footway parking will still apply, and will be considered on application. The waiver will be vehicle and location specific, therefore only applications from trades people (not residents) can be accepted.

Please note:

  • At any time, a police officer or an authorised officer of the council or equivalent person may withdraw permission for this waiver, and should you refuse to move the vehicle a penalty charge notice may be issued
  • While the waiver is in use, we don't accept liability for any damage, loss or accident caused to or by the vehicle, and it's the responsibility of the applicant to ensure that the vehicle is parked in a safe manner, ensuring safety to the public at all times

Some types of activity may be automatically exempt from parking restrictions and a waiver may not be required.

When can I use a waiver?

Are waivers vehicle / location specific?

The waiver will be vehicle and location specific, therefore only applications from trades people (not residents) can be accepted.

Can waivers be withdrawn while in use?

At any time, a police officer or an authorised officer of the council or equivalent person may withdraw permission for this waiver, and should you refuse to move the vehicle a penalty charge notice may be issued.

Will the council cover damage to vehicles whilst a waiver is in use?

While the waiver is in use, we don't accept liability for any damage, loss or accident caused to or by the vehicle, and it's the responsibility of the applicant to ensure that the vehicle is parked in a safe manner, ensuring safety to the public at all times.

The tradespersons waiver is in digital format and can be obtained by making an application via MiPermit.

All other waivers are in paper format and can be obtained by contacting the council and making an application via the website.

How do you enforce parking waivers?

Our civil enforcement officers will be able to immediately check whether or not a vehicle found parked on a parking restriction has a valid waiver. They will do this by checking the vehicle registration number on their handheld computers, which operate in real time.

Where a vehicle is found not to have a valid waiver or abiding to the conditions of the waiver, the vehicle will be subject to the issue of a penalty charge notice and the appeals procedure will apply.

What are the fees for trade waivers?

£20 per day per vehicle – for permission to park in contravention of the parking restrictions eg on double/single yellow lines, loading bay or limited waiting bay. We'll require up to three working days’ notice prior to the active start date, so that site checks can be carried out prior to authorisation being granted or refused.

What are the fees for health care professionals' waivers?

All three types of waiver cost £15 annually to purchase. If you lose the waiver or need to change the details, for instance if you change your vehicle, then a further £5 will be charged for a replacement. Please be advised that we do not issue a reminder.

Are there different types of health care professional waiver?

There are three types of waiver for health care professionals.

Health emergency badge

If you're working on behalf of the local primary care trust and engaged in urgent or emergency health care, this type of waiver can be used for all non-routine visits for up to one hour. The waiver can be used in limited waiting, pay and display and residents' parking bays, but not disabled or loading bays. It may also be used on single or double yellow lines if a parking bay isn't close by.

Professional carers badge

If you work or act on behalf of a professional health care organisation, eg social services, Age Concern, or a private health care organisation, this type of waiver could help you. This waiver allows parking for up to two hours for visits to your clients. The waiver can be used in limited waiting, pay and display and residents' parking bays, but not disabled or loading bays.

Carers badge

If you're in receipt of carers allowance, and you have difficulty in parking close to the friend or relative you care for because of parking restrictions, this type of waiver could be suitable. You'll need to supply the address of the person you care for and we'll consider allowing you an exemption to the on-street parking restriction.

All health care waiver users must clearly display in their vehicle the appropriate badge when in use when in use.

What do I need to do if I cease to be a carer?

All waivers remain our property and should be returned to us when the holder ceases to be a carer.
