  • Phase 1 - introduction of a signalised crossing by Oxbow Care Home  
  • Phase 2 - 30mph extension to Wenlock Road
  • Phase 3 - Regrading of ramps to raised plateaus and introductions of new footways linking developments

Further to our discussions regarding the progress on the B480 Oteley Road project, I would ask you to review the following email detailing those highlighted key risks, proposed mitigatory actions, and the potential impact on the programme which can be used to provide within the council.

Phase 1

The following components are due to conclude.

  • Signalised Crossings

As you will be aware, following the conclusion of WSP’s designs, it is anticipated that the additional crossing facility situated adjacent to the stadium will be constructed late-June 2024, in accordance with the contractor’s programme (subject to approvals).

  • 30mph Speed Limit

Following the conclusion of the recent public consultation on the proposed 30mph speed limit throughout B480 Oteley Road and selected lengths of neighbouring roads, you will be aware that out of a total of 30 correspondences received via the formal channels detailed on the public notice regarding the proposals, five have been deemed and formally acknowledged as ‘objections’ to the proposals. In addition to these five objections, you will also acknowledge that the police have also communicated their position on this project. Due to the objections received, WSP has prepared an Implementation Approval (“Objection”) Report for your consideration before escalating it to the attention of those Shropshire Council Officers with designated authority to decide whether or not to proceed.

Phase 2

Despite significant progress with key components of Phase 2, including the Raised Tables and that additional signalised crossing between Sutton Drive and Maxwell Drive, there have been delays due to existing site constraints and mitigatory actions to overcome these, particularly with regards to the utilities. Initial conversations with the relevant statutory owners, BT Openreach & Virginmedia, to re-direct their services have progressed in line with the NRSWA C3. The process has concluded with an  impasse with Virginmedia due to disagreements with their estimated costs (£75,000 compared to a £7,500 cost from BT Openreach). At present, WSP are now in the process of making arrangements to undertake trial pits to determine utility location and depths to mitigate the risk posed by Virgin Media; if the services are found to be at an insufficient depth we will address the issue direct with the owner. The impact on programme is still be ascertained.

For information, assessment is still underway regards improvement to the Sutton Road junction; a concept design for a roundabout is in development following positive outputs for this solution from a transport assessment.
