Works in the Cross Street tunnel

Works in the Cross Street tunnel will start on the evening of Tuesday 1 April (rather than 31 March as previously advised). The tunnel closure will be in place from approximately 8pm through to 6am each night until the morning of 4 April. The tunnel will be open at all other times between those dates.

Subsequent night closures will then continue from Sundays to Thursdays (inclusive) through to the end of the month, again from approximately 8pm to 6am. This means that no works will take place on Fridays or at the weekends; this is intended to ease the impact of the works on the lead up to and including weekends, plus the bank holiday, enabling resources from the contractor and site team to be planned appropriately.

These changes follow discussions between the council’s highways and public protection teams.

The work on Cross Street will include widening of the existing footpath, and construction of a new footpath under the bridge, for improved pedestrian access. This is all part of the improvements being made to the station gyratory area.

In conjunction with the closure of the tunnel on the evening of 1 April, two-way traffic on Chester Street will be introduced, which is part of the permanent requirements of the project. On opening the tunnel on the 2 April:

  • A single lane will be in place through the tunnel, but the right turn on to Castle Foregate won't be available
  • If you're travelling from Ellesmere Road wishing to access the rail station, town centre, or Smithfield Road you should use Chester Street
  • If you're travelling from Smithfield Road or Ellesmere Road wishing to access the routes towards Heathgates or Howard Street you'll be able to turn left or travel straight ahead on exiting the tunnel.

There will be four nights early on in the programme when site activities are expected to be noisy. This will be due to cutting the road surface, and breaking out tarmac and kerbs. These works will be stop by 11pm each evening and subsequent stages won't be as disruptive. Noise reduction measures will be put in place, such as acoustic matting, and noise levels will be routinely taken. Deliveries of materials to the tunnel will be managed early on each evening to limit the need for late night deliveries of paving slabs or kerbs.

This work is being carried out by local company McPhillips (Wellington) Ltd on behalf of Shropshire Council.

Completion of work - summer 2025

The Station Gyratory Project is moving closer to completion, and whilst work is being completed on Castle Foregate and New Park Road in connection with the new shared footway/cycleway, arrangements are being made for the final surfacing of the roads both here and around the gyratory.

The nature of the work to replace the old road surface with a new one requires full road closures to be in place for safety reasons, and to ensure that the work can be completed as quickly as possible, reducing the impact to residents and businesses.

In order to minimise the disruption, work will be delivered overnight, between the hours of 8pm and 6am (see dates on this page). No weekend working is planned, and access for residents and businesses located within the closure will be controlled and maintained by operatives at the points where the road closures take effect.

The equipment that will be used is noisy, but the works will proceed as quickly as possible, with the more intrusive work, such as adjusting manhole and drain covers, being undertaken earlier on in the evenings. Daytime working has been considered, but given the location and volumes of traffic experienced during the day it would cause greater disruption and probably take far longer to complete.

For each closure, a fully signed diversion route will be in place, and access for residents, businesses and deliveries will be maintained. Copies of the diversion plans are attached to this page, entitled 'Diversion route 1-6'.

Letters are being issued to residents and businesses in the area. We apologise for any inconvenience, and appreciate your patience during this work.

Bus services have been taken into account, and the final service leaving the bus station at the end of each day will be able to continue its journey, which is the same arrangement that was implemented for the previous Cross Street night-time closures.

Taxis will be able to pick up and drop off at the railway station, under guidance and direction from the operatives at the points of closure. The operatives will all be wearing bodycam equipment, and registration plates will be checked.

The work is being carried out by local company McPhillips (Wellington) Ltd on behalf of Shropshire Council.

Where possible, once the road surfacing work has been completed, the contractor will aim to lay the new road markings at the same time whilst the roads are closed. Additional time, up to 15 August, has been allowed should the need arise for road closures to complete this activity. A further update will be provided if extra road closures are required.

Shrewsbury Station Gyratory – next phase of works from 31 March 2025

Initial plans to close Cross Street in Shrewsbury for six weeks, as part of improvements to the station gyratory area have been updated.

The road was due to be closed, both day and night, from 27 March to facilitate the improvement works, which included widening of the existing footway and a new footway constructed under the bridge, for improved pedestrian access.

Following concerns raised about the impact such a closure would have on the commuters, residents, businesses, transport operators and people visiting the town centre, a number of alternative options have been considered to minimise the overall closure period and to keep traffic flowing, as far as reasonably practicable.

Following these discussions, we've agreed to modify the plans to enable works to proceed under a night-time closure, which mitigates the impact on daytime traffic, bus services and access to the train station.

Under the revised plans, subject to approval from environmental protection officers, the road will be closed from 31 March from 8pm through to 6am to allow for the full extent of the new paving work to be constructed safely. The previously published diversion route will also be in place during these hours, and works are expected to take approximately five weeks to complete.

The closure will be removed each day from 6am ahead of the morning peak traffic flows and movement of bus services into the area.

Footways will be closed for the duration of the closure, due to insufficient space for construction equipment and pedestrians. An alternative route will be signposted via Chester Street and Castle Foregate (adjacent to the station).

The nature of the work will initially create noise whilst existing kerbs and road construction are broken out, and these operations will be limited to time periods approved by our Environmental Protection team.

There will be engagement with businesses and residents in the immediate area by way of email and letter drops, and regular updates will also be posted on these webpages. The site team will also continue to engage with the public, residents and businesses in the area on a personal level.

Looking ahead, the project incorporates the change to two-way traffic on Chester Street and a 'no right turn' from Cross Street onto Castle Foregate. Traffic from Ellesmere Road and Smithfield Road will therefore not be required to travel along Cross Street to access the train station or the town centre.

Traffic from these routes into the area will be able to access the train station, the town centre and Smithfield Road via Chester Street. Once the works in Cross Street are completed, this arrangement will remain in place through to completion of the project, and additional signage will be installed to direct traffic movements accordingly.

We'll also continue to work closely with the Big Town Plan, Shrewsbury Moves and Active Travel England to deliver the new cycleway infrastructure that's proposed from New Park Road (Canal Path), through Castle Foregate and along Castle Gates (to Windsor Place).

Works are continuing with the crossing points at the Castle Foregate/Smithfield Road junction following the completion of work at the top of Chester Street. This will result in Chester Street becoming two-way from the bottom of Coton Hill to Smithfield Road.

Officers are also in discussions with Network Rail and other organisations regarding the refreshing of the tunnel and bridge areas, with the intention of including feature lighting and artwork to enhance these particular gateways to the gyratory area.

During this next phase of work, congestion in the area is likely whilst the closure is in place. The site team and Shropshire Council will routinely monitor the impact of the work - which is a key component of the overall project – and consider/action mitigations where appropriate.

We thank everyone for their patience and understanding whilst work is being carried out. Every effort will be made to complete the works promptly, and road users are asked to use alternative routes or modes of travel – or avoid the area - if at all possible.

We'll also continue to actively monitor and assess other planned work in Shrewsbury to keep main routes free from any further traffic lights or road closures if possible.

The ‘station quarter’ work – being carried out by local company McPhillips (Wellington) Ltd on behalf of Shropshire Council – is government funded and set to be completed by summer 2025.
